Class C covers single jobs under about 10,000 dollars, Class B under about 120,000, and Class A has no ceiling, so a small Class C outfit is not worse than a Class A, it just takes smaller work.
Siding work in Virginia falls under a building contractor license, so a legitimate pro may hold a Residential Building Contractor (RBC), a Commercial Building Contractor (CBC), a Class A or B general contractor with a Building (BLD) designation, or a Home Improvement Contracting (HIC) specialty. In Virginia any job of $1,000 or more has to be done by a licensed contractor, and a full reside is well past that.
